AI Chatbots Deliver ‘Misleading and Partial’ Election Guidance, States Netherlands Regulator

AI chatbots are proving to be “inaccurate and evidently prejudiced” when offering voting advice, the Netherlands’ data watchdog has reported, issuing warnings about a potential threat to democracy just over a week before national elections.

Study Shows Repeated Partiality in AI Suggestions

The four chatbots evaluated by the AP “frequently recommend identical two parties”, regardless of the user’s question or command, the regulator noted in a analysis released ahead of the 29 October election.

In more than half of the cases, the chatbot suggested either the right-wing PVV of Geert Wilders or the leftwing GroenLinks-PvdA led by the ex-EU commissioner Frans Timmermans.

Certain groups, such as the moderate CDA, “are rarely ever cited”, even when the user’s input precisely aligns with the positions of these parties, the study indicated.

Official Warns Against Relying on AI Assistants for Election Advice

The deputy head of the data protection agency, the official Monique Verdier, commented that while chatbots may seem like clever tools, “for election guidance, they repeatedly fall short”. Citizens were being steered toward a party that did not necessarily align with their ideological beliefs, she emphasized.

“This immediately affects a fundamental pillar of democracy: the honesty of open and just votes,” Verdier stated. “We therefore warn against using AI chatbots for voting advice, as their operation is unclear and difficult to verify.”

Election Context and Political Landscape

The Dutch head to the polls on 29 October in an election that will be keenly observed around Europe for the performance of the Freedom party.

The far-right party of Geert Wilders is ahead in surveys but the gap to the left-wing and centre-right parties appears to be narrowing, with many voters yet to make up their minds.

All major parties have rejected a coalition with the Freedom party, meaning the party that comes second is highly probable to provide the next prime minister.

Unintentional Bias Linked to Chatbot Functioning

The authority emphasised that the bots were not deliberately biased, and that their “noted flaws” are a result of the manner in which AI assistants function.
